Baptism
Understanding the doctrine of Baptism and that it is not a washing of sin, but a burial of the old man, the one who has not made covenants to be obedient to God, and the bringing fort hof the new man the one who has made covenants with God - The First Law of The Gospel is Obedience.
Baptism is "For" or "Unto" a remission of sin. Websters Dictionary says "unto expresses no more than to". The scriptures use the word "unto" thousands of times in phrases like "unto the sea" meaning until you get to the sea. It is the same with "unto" repentance. Baptism is not for the washing away of sin, which through tradition we have associated the water portion with cleansing, but this is not correct doctrine. (Little children are without sin, Christ was without sin). So Baptism is unto or so that one can move forward in order that they may obtain a remission of sins. This is why Baptism is called the gate? Because sin cannot be removed except through the atonement(the way the path is opened), the atonement cannot be applied without a making a covenant with God that you will be obedient from this time forward and that you are willing to take upon yourself the name of Jesus Christ, through whom the atonement was made possible. After Baptism we have committed to be obedient to Gods laws, to change our character, that we will eventually have our sins washed away. So Baptism is needed in order to obtain a remission of sin.
Baptism is a sign to God, to angels, and to heaven that we do the will of God, and there is no other way beneath the heavens whereby God hath ordained for man to come to Him to be saved, and enter into the Kingdom of God,

Why is Baptism necessary? D&C 20:37 provides us with the reason why we are baptized.
"The gospel requires baptism by immersion [ To bury or immerse means to be completely covered over. Just as the earth was covered over in the days of the flood of Noah. ] for the remission of sins, which is the meaning of the word in the original language namely, to bury or immerse." (Teachings of the Prophet Joseph Smith, 314.)
To bury or immerse means to be completely covered over.
The Symbol of Baptism
4 And God talked with him, [ Abraham. ] , saying, My people have gone astray from my precepts, and have not kept mine ordinances, which I gave unto their fathers;
5 And they have not observed mine anointing, and the burial, or baptism [ To bury or immerse means to be completely covered over. ] wherewith I commanded them;

The Symbol of Baptism
11 In whom also ye are circumcised with the circumcision made without hands, in putting off the body of the sins [ Burying the old man. Baptism also has ties with the creation. (Moses 2:2; Gen 1:2) So, if we look at the creation of the cosmos it was from the primordial waters that the earth came forth and that serves as a living template for the creation of the new man, one who has been organized again from chaos, a man who is confused, disordered life of the profane, and is born anew. He or she is spiritually born. ] of the flesh by the circumcision of Christ;
12 Buried with [ To bury or immerse means to be completely covered over. ] him [ Christ. ] in baptism, [ The covering or burial. ] wherein also ye are risen [ The new man comes forth. ] with him [ Christ, the one who made it all possible. ] through the faith of the operation of God, [ Or by the belief on him who made it all possible. ] who hath raised him from the dead. Romans 6:3 Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death?
[ Or we were buried and as we were buried in Baptism we buried the old man. ] Romans 6:4 Therefore [ As a result of doing so. ] we are buried with him by baptism into death: [ And what death are we buried with him in Baptism? We were buried in the sense that our old man was buried. ] that like as Christ was raised up from the dead [ That through our changing our ways and becoming like him we become new, just like Christ was when he was resurrected. ] by the glory of the Father, even so we also should walk in newness of life.
[ Because we have now made a covenant with God that we will be obedient from this point forward. ]
Romans 6:5 For if we have been planted together in the likeness of his death, [ Or in burial, which is symbolized by Baptism. The water represents the earth, it is a burial not a washing. ] we shall be also in the likeness of his resurrection: [ We will come forth out of the water, symbolic of his resurrection. Christ came out of the resurrection a new man so too will we come forth from Baptism a new man symbolically. ]
Romans 6:6 Knowing this, that our old man is crucified with him, [ The one that has not covenanted with God. ] that the body of sin might be destroyed, that henceforth we should not serve sin.< [ And this is the covenant that we make with God, to be obedient. ]
So Baptism is a Burial of the entire body. Every part of the body must be buried. This is the reason why we have witnesses, to make sure that it is complete.
D&C 76:51 They are they who received the testimony of Jesus, and believed on his name [ We must first believe in Christ. ] and were baptized after the manner of his burial, [ Or like unto his burial. ] being buried [ Being immersed or covered completely. ] in the water [ Water is the best medium or way to accomplish symbolically a burial, and still stay alive after. We are so accustomed to the connection of water washing things that we jump to the idea that Baptism is a washing since it is in water. That is not true, it is the symbolic representation of a burial. ] in his name, and this according to the commandment which he has given— [ Which he gave to Abraham in JST Genesis 17:4-5 ]

13 Consequently, the baptismal font was instituted as a similitude of the grave, [ Because Baptism is a burial. Our old man who has not covenanted to be obedient is buried and the new man comes forth. ] and was commanded to be in a place underneath where the living are wont to assemble, [ Or below where the living normally assemble, which is the ground. We usually assemble, we walk on the ground. So the Baptismal font show be below ground level. ] to show forth [ Because. ] the living [ Those who are living walk on the ground. ] and the dead, [ Are buried below the ground. Baptism is a symbol of the grave. ] and that all things may have their likeness, [ Are symbolic, and all things point to Christ. ] and that they may accord one with another...

Obedience is the First Law of Heaven and The Gospel as well. Think Adam and Eve. What was the first thing that God gave them to do while they were still in the garden, right after they had taken of the fruit? He made a covenant with them that if they would be obedient from this time forward he provide for them a Savior.
So the question that needs to be asked is can we be disobedient before we covenant to be obedient? The answer is that we can only be accountable to the extend that we understand the law. This is why Mormon bring it up that children cannot sin, as well as those who do not have the law.
2 Nephi 9:25. Wherefore he has given a law and where there is no law given there is no punishment [ Pretty straight forward here - no law, no punishment. We cannot sin with out knowledge of the law. ] and where there is no punishment [ So where there is not an affixed punishment for disobedience to a law, there is no accountability. ] there is no condemnation; and where there is no condemnation [ Or where there is no accountability. ] the mercies of the Holy One of Israel have claim upon them, [ Those who have no law given unto them(Children or Adults) are covered under the general mercy of God. Through the atonement. ] because of the atonement; for they are delivered by the power of him.
2 Nephi 9:26. Fore the atonement satisfieth the demands of his justice upon all those [ Everyone child or adult that does not have the law. ] who have not the law given to them, that they are delivered...
2 Nephi 9:27. But wo unto him that has the law given, yea, that has all the commandments of God, like unto us that transgresseth them... [ So the real sinners are only those who know and understand the law. ]

Before we can fully participate as a member of the church or a patron in the Temple. We must first enter into a covenant of Obedience. Hence the phrase that obedience is the first law of heaven and the first law of the church.
The Law of Obedience
Exodus 19:5 Now therefore, if ye will obey my voice [ If you are willing to enter a covenant with me to be obedient. ] indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:
6 And ye shall be unto me a kingdom of priests, and an holy nation. These are the words which thou shalt speak unto the children of Israel.
7 ¶ And Moses came and called for the elders of the people, and laid before their faces all these words which the Lord acommanded him.
8 And all the people answered together, [ They all stood up and said "YES". Anciently this was called the "Accumulation Of Obedience". ] and said, All that the Lord hath spoken we will do. And Moses returned the words of the people unto the Lord.
9 And the Lord said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the Lord.
(Exodus 19:5-8.) The same thing happened in Mosiah 5:2,5-7.
So the covenant that they made precedes their activity in the gospel.
Baptism A sign, Ordinance and Covenant of Obedience.
Upon the same principle do I contend that baptism is a sign ordained of God, for the believer in Christ to take upon himself in order to enter into the kingdom of God, "for except ye are born of water and of the Spirit ye cannot enter into the Kingdom of God," said the Savior. It is a sign and a commandment which God has set for man to enter into His kingdom.

The Sign of Baptism
Baptism is a sign to God, to angels, [ The witnesses in heaven. ] and to heaven that we do the will of God, [ That we are entering into a covenant of obedience. ] and there is no other way [ That pretty much explains that there are no other options. ] beneath the heavens whereby God hath ordained for man to come to Him to be saved, and enter into the Kingdom of God,

So what Joseph Smith said is that Baptism is the sign of obedience and in doing so we are are entering into a covenant with God of obedience. The old person(the one who has not covenanted to be obedient) is laying down in the grave, so that the new person can come out as a new person that has covenanted to be obedient. 2 Ne 31:6
2 Ne 31:6 "And now, I would ask of you, my beloved brethren, wherein the Lamb of God did fulfil all righteousness in being baptized by water?"
[ Or how did God fulfill all righteousness when he was Baptized by water? Many people will suggest that Christ was perfect so he did not need to be Baptized. But that is the wrong concept, Why? Because he is not being washed or cleansed. This is a very good question and one that since it was asked we need to be able to answer. Where do we find the answer to this question? 2 Nephi 31:7-10. ]
2 Nephi 31:7 Know ye not that he was holy? [ He was already clean, pure, he was not in need of any kind of washing. But that was also not why he did it. ] But notwithstanding he being holy, he showeth [ Set as example. ] unto the children of men that, according to the flesh he humbleth himself before the Father, and witnesseth unto the Father that he would be obedient unto him in keeping his commandments. [ This is the reason. To covenant with God to be obedient. Christ was baptized as a witness and a covenant of obedience. ]
2 Nephi 31:9 And again, it showeth unto the children of men the straitness of the path, and the narrowness of the gate, by which they should enter, he having set the example before them.
2 Nephi 31:10 And he said unto the children of men: Follow thou me.
[ Do as I have done. Be willing to covenant to be obedient. ]
Wherefore, my beloved brethren, can we follow Jesus save we shall be willing to keep the commandments of the Father?

Witness of the Covenant
13 Wherefore, my beloved brethren, I know that if ye shall follow the Son, with full purpose of heart, acting no hypocrisy and no deception before God, but with real intent, repenting of your sins, witnessing unto the Father that ye are willing to take upon you the name of Christ, by baptism- [ By having the desire to serve God and be obedient. ] -yea, by following your Lord and your Savior down into the water, [ This burial is a prerequisite in order to receive the Holy Ghost. ] according to his word, behold, then shall ye receive the Holy Ghost; yea, then cometh the baptism of fire and of the Holy Ghost...

14 But, behold, my beloved brethren, thus came the voice of the Son unto me, saying: After ye have repented of your sins, [ You are beginning the process of character change. ] and witnessed unto the Father that ye are willing to keep my commandments, by the baptism of water,
[ This is not a cleansing it is a covenant of obedience, this is what you are witnessing to God that you will do. ] (2 Nephi 31:12, 14.)
Witness of the Covenant - When Alma is about to baptize Helam.
Mosiah 18:10 Now I say unto you, if this be the desire of your hearts, what have you against being baptized in the name of the Lord, [ So what is Alma saying here that Baptism is? ] as a witness [ You are witnessing to God that... ] before him that ye have entered into a covenant with him, [ You covenant with him to... ] that ye will serve him and keep his commandments, [ Serve him and be obedient. So Alma is explaining to Helam that Baptism is a witness and a covenant to serve God and be obedient. ] that he may pour out his Spirit more abundantly upon you?
Witness of the Covenant
Mosiah 18:13 And when he had said these words, the Spirit of the Lord was upon him, and he said: Helam, I baptize thee, having authority from the Almighty God, as a testimony that ye have entered into a covenant to serve him until you are dead as to the mortal body; [ Alma is reinforcing that Baptism is a covenant of obedience. ] and may the Spirit of the Lord be poured out upon you; and may he grant unto you eternal life, through the redemption of Christ, whom he has prepared from the foundation of the world. [ This is the associated blessing that comes with Baptism. ]
Witness of the Covenant
Mosiah 21:35 They were desirous to be baptized as a witness and a testimony that they were willing to serve God with all their hearts. [ Again reinforcing that Baptism is a covenant of obedience. ] ...
Witness of the Covenant
Alma 7:15 Yea, I say unto you come and fear not, and lay aside every sin, which easily doth beset you, [ Change from the character that leads you away from God. ] which doth bind you down to destruction, yea, come and go forth, and show [ Witness. ] unto your God that ye are willing to repent of your sins [ By changing to the character that will lead you to God. ] and enter into a covenant with him to keep his commandments, [ By making a commitment to God that you will be obedient. ] and witness it unto him this day by going into the waters of baptism. [ By being buried with Christ. Again we have a covenant of obedience and not a cleansing. (JST Colossians 2:10-12) ]

3 And none were received unto baptism save they took upon them the name of Christ, [ Which is... ] having a determination to serve him to the end.

Witness of the Covenant
37 And again, by way of commandment to the church concerning the manner of baptism—All those who humble themselves before God, and desire to be baptized, and come forth with broken hearts and contrite spirits, and witness before the church that they have truly repented of all their sins, and are willing to take upon them the name of Jesus Christ, having a determination to serve him to the end, and truly manifest by their works that they have received of the Spirit of Christ unto the remission of their sins, shall be received by baptism into his church.

The Gift of the Holy Ghost
4 And after they had been received unto baptism, [ So not during their Baptism but afterwards. ] and were wrought upon [ "wrought" = Participle passive of work, Effected; produced, guided, managed. The Holy Ghost came upon them. ] and cleansed by the power of the Holy Ghost, [ Who does the cleansing? The Holy Ghost. When is the Holy Ghost given? Not during Baptism. ] they were numbered among the people of the church of Christ; and their names were taken, [ Same thing we do today. ] that they might be remembered and nourished by the good word of God, to keel them in the right way, to keep them continually watchful unto prayer, relying alone upon the merits of Christ, who was the author and the finisher of their faith.

The Gift of the Holy Ghost
17 Wherefore, do the things which I have told you I have seen that your Lord and your Redeemer should do; for, for this cause have they been shown unto me, that ye might know the gate - by which ye should enter. For the gate by which ye should enter is repentance and baptism by water; and then cometh a remission of your sins by fire and by the Holy Ghost.

Baptism for the Remission of Sins
Baptism is a holy ordinance preparatory [ A covenant of obedience is required in order to receive the gift of the Holy Ghost. ] to the reception of the Holy Ghost; it is the channel and key by which the Holy Ghost will be administered...
There are two Comforters spoken of. One is the Holy Ghost, the same as given on the day of Pentecost, and that all Saints receive after faith, repentance, and baptism.

You might as well baptize a bag of sand as a man, if not done in view of the remission of sins and getting of the Holy Ghost. Baptism by water is but half a baptism, and is good for nothing without the other half-that is, the baptism of the Holy Ghost.

Its not what we have Done...It's who we Become Repentance is the process of Changing Character
Baptism is the gate of change: a Covenant and Witness to God that we want to Take upon ourselves the Name of Christ - To Change (Rom. 6)
The Sacrament is an opportunity to RE- Covenant and RE-Witness to God that we want to Change. To those with a broken heart and contrite spirit and seeking to change the Sacrament is not a cleansing but can be the Re-Set, for a new day. (Take aim again)
We are cleansed from sin when we have 'no more disposition to do evil' and covenant to do so. Repentance requires a covenant.
42 Behold, he who has repented of his sins, the same [ The one who has repented of his sins. Which means that they have began to make the change, and that they have covenanted with God to serve him and to be obedient. ] is forgiven, and I, the Lord, remember them no more. (D&C 58:42)
(D&C 82:7)... go your ways and sin no more; but unto that soul who sinneth shall the former sins return saith the Lord your God. [ So without change of character, or if you go back to the character that you had before then it is the same as if you never repented. ]
The Sacrament prayer is the renewal of the covenant that we made at baptism.
77 O God, the Eternal Father, we ask thee in the name of thy Son, Jesus Christ, to bless and sanctify this bread to the souls [ This is really a blessing on the souls of those partaking. It is not a blessing on the bread. ] of all those who partake of it, that they [ The souls who partake. ] may eat in remembrance of the body of thy Son, and witness unto thee, O God, the Eternal Father,
that they are willing to take upon them the name of thy Son, [ Which according to scripture is having the determination to serve him to the end. ] and always remember him and keep his commandments [ And are willing to be obedient. ] which he has given them; that they [ The souls of those who partake. ] may always have his Spirit to be with them.
Despite tradition there is nothing in the prayer that says anything about being forgiven, or forgivness of sin.
Now if we compare that to (Mosiah 18:10.)
10 Now I say unto you, if this be the desire of your hearts, [ If this is really what you want. ] what have you against being baptized in the name of the Lord, [ Then why would you not be willing to enter into a covenant to do so? ] as a witness before him that ye have entered into a covenant with him, that ye will serve him and keep his commandments, [ This is the Baptismal covenant. To take upon ourselves his name, and commit to be obedient. ] that he may pour out his Spirit more abundantly upon you?< [ The blessing associated with Baptism. ]
To take of the sacrament worthily means that you recognized that you have sinned, and that you want to change. It is the person who partakes of the sacrament that does not want to change is the one who partakes un-worthily. If you partake of the sacrament un-worthily means in essence that you do not want to change, and you do not want to keep your covenants. They are those who are proud and without remorse.
Again the words from the Book Of Mormon that "none were received unto baptism save they took upon them the name of Christ, [ Which is...] having a determination to serve him." Moroni 6:3
So both Baptism is a covenant and an ordinance of obedience, as is the partaking of the Sacrament, neither are a cleansing of sin.
Just as Baptism doesn't wash away sin, neither does partaking of the sacrament cleanse one from sin.
"The ordinance of the sacrament is a holy and repeated invitation to repent [ To change. ] sincerely and to be renewed spiritually. The act of partaking of the sacrament, in and of itself, does not remit sins"

How much easier it would be to to speak at a baptism and explain that this ordinance is a covenant of obedience from this point forward, rather than implying the child had sinned and needed cleansed.
Cleanest member of the ward. In reality because they could not sin until they were baptized, until they had made the covenant with God that they would always do his will. So in essence what the Bishop is saying is "We would like to welcome the newest sinner of the ward." Why? Because he/she was really cleaner the day before as they could not sin then.

When was the first baptism?
Enoch taught us that Adam and Eve were baptized as he read from the Book Of Adam. Moses 6:64-65
Adam and Eve were given the command to teach this(that their children need to be baptized) to there children. Moses 6:58-60
So we know that baptism was found in the earliest of records. It would make sense to me that it is a required ordinance that Adam would have done as he was told and would have taught it to his children and at least the practice would have followed the covenant teaching line as presented in D&C 84. Adam --> Abel (Seth) --> Enos = Leverite son of Abel Cainan Gen 4:25-26 -->
Mahalaleel--> Jared--> Enoch--> Methuselah--> Lamech--> Noah--> Shem ...>
Abraham--> Isaac --> Jacob --> Joseph --> Ephraim.
And we do see that the practice made it to the promised land via Lehi and his family as we are taught the principles of Baptism in the Book of Mormon.
The word "baptism" is not found in the old testament. But that could be because of two reasons.
1) Because the Jewish Bible was written in Hebrew, and the New Testament was written in Greek - and the word ‘baptism’ is from Greek. However the word ‘baptism’ comes from the root meaning ‘to immerse’, so we should look for words like ‘immerse’ in the ‘Old Testament’.
2) The Deuteronomist scribes were known for removing things that spoke of a Messiah or Christ from the Old testament. That is a whole other discussion, but we are finding this out more and more as ancient records are discovered in the Holy Land. Also we have the testament of the Book Of Mormon that were contained in the records that Lehi brought that spoke of Christ as well as baptism.
So that was a long way to getting to answer the question that you asked. I think that at some point they did believe in baptism, considering their heritage. But the closest I can find in the scriptures(Tabernacle washing: Leviticus 14:6-7 describes washing bodies with pure water.) that we have today is they did build a font for the tabernacle. It was used as a Jewish purification rituals called 'Halakha', and was part of the Jewish law and tradition, called "tvilah" where the priests would immerse themselves to purify themselves before performing their priestly duties in the tabernacle. Immersion in water was also required by all Jews who (according to the Law of Moses) became defiled by contact with a corpse, as they had to use the "mikvah" (the font) before being allowed to participate in the Holy Temple.
I cannot see that the old testament scriptures that we have today make any reference to actually being baptized. But then again the Deuteronomist scribes would have removed any mention aas they wanted power for themselves and did not want to have any mention of the Messiah, of Christ nor anything that would point to him.
Now the ordinance was around as we know that John the Baptist was baptized while yet in his childhood (D&C 84:27–28). Did his father do Baptize him? If not who did it, what are the details? We do not know other than that fact that he was. Which also brings forth the question of baptism at the time. How common was it? Why is it not mentioned in the old testament as an ordinance? Again those dirty little Deuteronomist's maybe. Either way there is nothing there.
Then along comes Christ who goes to John to fulfill all righteousness and to do so he knows he needs to be baptized. Well that knowledge had to come from somewhere again, but where is the record that he knows that he needs to be baptized? Because we are again taught in the scriptures that Jesus' baptism was a symbolic act of obedience, which as we are taught is the first law of heaven.
